Southend council has plans for a one-hour free parking scheme, in a bid to increase footfall in the shopping areas. More than 2,000 people had signed a petition that asked for free parking. It was organised by the owner of Nisa Supermarket at Broadway, of Thorpe Bay, Mr. Lee Shah. Independent councillor for Thorpe Bay, Ron Woodley, has campaigned since April for the change. Mr. Woodley estimated that 800 vehicles were using Broadway car parks in a month, even though charges were doubled in April to £1 an hour. The council estimated a £80,000 loss of revenue, if the scheme was introduced. The administration agreed in principle, following lobbying from fellow Thorpe Bay independents Alex Kayne and Mike Stafford joining Mr. Woodley, and also foreseeing the boost to business on high streets. A statement from Thorpe Bay councillors and cabinet member for transport Tony Cox, says it will be applicable to all “local shopping area car parks”. Mr. Shah has pointed out that 90% of the customers spend less that an hour shopping, so paying £1 for a few minutes to shop or visit the bakery, or a bank, was unfair. It would also improve amenities if people did not park in the side streets and used the park.
